EU Initiates Anti-Dumping Investigation on Wire Rod Originating From Turkey

European Commission, through a Notice published in the Official Journal of the European Union C 113 dated 8th of May 2008, initiated an anti-dumping investigation on wire rod originating from Turkey, People's Republic of China and Moldova.


The product allegedly being dumped is bars and rods, hot-rolled, in irregularly wound coils, of iron, non-alloy steel or alloy steel other than of stainless steel. The CN codes which are given for information purposes only are 7213 10 00, 7213 20 00, 7213 91 10, 7213 91 20, 7213 91 41, 7213 91 49, 7213 91 70, 7213 91 90, 7213 99 10, 7213 99 90, 7227 10 00, 7227 20 00, 7227 90 10, 7227 90 50 and 7227 90 95.

The complaint was lodged by the European Confederation of Iron and Steel Industries, EUROFER on the 25th of March 2008. EUROFER has been relying upon anti-dumping investigations since the last months of 2007.


European Commission is planning to apply sampling in view of the large number of producers. In that case only those companies that are sampled will have to respond to the questionnaire. However since China and Moldova are not accepted as market economies producers from these countries can ask for individual margins. Brazil is choosen as the third country (the analogue country) market economy for the determination of the normal price for China and Moldova.


Producers of wire rod has 10 days to request a questionnaire, 15 days to submit the necessary information for being accepted as in co-operation and for being taken into consideration for sampling. Replies to the questionnaires and other relevant views should be submitted within 40 days. Other interested parties too have 40 days to make themselves known and submit their views.
